The Town of Billerica jumps into action when existing or relocating businesses begin the search for a suitable site for expansion. Get things started with an email to our Economic Development Team, who will help guide you through the following steps:
- Stage 1: Preliminary Conversations with Staff – submit Letter of Intent to kickstart a conversation.
- Stage 2: Submit Conceptual Plans and preliminary project information for Technical Review Team Meeting
- Stage 3: Finalize proposals and submit to appropriate Permit Granting Authorities
- Stage 4: Permit Granting Authority process – Public Review process by relevant boards and commissions and Building Permit Process

Building Department Links
The Building Department enforces state building codes and the local zoning bylaw and issues building permits and occupancy permits.
The Zoning Board of Appeals (ZBA) falls under the purview of the Building Department. They review appeals to zoning requirements and issue special permits for certain uses.
The Conservation Commission is staffed by the Conservation Department. They administer and enforce the Massachusetts Wetlands Protection Act (M.G.L. Ch.131, Sec. 40) and its applicable regulations (310 C.M.R. 10.00) as well as the Billerica Wetlands Protection Bylaw (Article XXII of the General Bylaws) and its regulations.
The Board of Health is staffed by the Health Department. The Board enforces the State Sanitary Code which addresses structural, sanitary, and food protection procedures. The board licenses all food service establishments operating within Billerica including restaurants, retail food stores, catering services, temporary food services, corporate cafeterias, school cafeterias, mobile food trucks, assisted living dining services, and nursing home kitchens. The Health Department also provides educational material, monitors public health, and coordinates and promotes food safety training programs.
